i thought the CIF said that they were not doing frosh teams this year due to the crowding of the two seasons of sports? are we ok to do frosh?

That may be your Districts position ( no Frosh) but not the CIF. The CIF has not ruled on Frosh or no Frosh other than its up to your district.
